It's a bug.  Here's Paul B's response to another post:

There are two issues:

1) That banner message is showing inside event windows for every event
occurring from April 2, 2006 even though it is not true. The events now
display the correct time both in the calendar and in the event window. It's
an Entourage bug. It thinks/knows that PDT is a different time "zone" from
PST and is displaying the banner even though it's all been taken care of
internally and all is OK; it shouldn't display but does. (Before April 2,
post-April 2 events displayed that banner back to front: the time in the
calendar was incorrect, but was correct in the event window. That's a
different bug, but is now not seen.)

2) When you change time zones and reset your computer's Date & Time system
pref accordingly, and have set correct time zones for the events as befits
them (i.e. you set EDT in Event-> Time Zone for an appointment you'll have
in New York) you will see that banner correctly while you and your computer
are at home in PDT or other times zones. When you're in EDT, all your PDT
and other zone events will correctly display that banner. This is not a bug,
it's an excellent feature. If you don't bother to reset your computer's time
zone when you travel and don't set time zone properties for events, you
shouldn't see this feature or the banner. Except, of course, for 1) above
(the bug).
