Do you mean like this?  ⌘-⌥

Open the Character Palette (you can find this in International Preferences
in System Preferences under "Input Menu").  Check the option to "Show Input
Menu in Menu Bar", and then you should be able to click the flag in the menu
bar and select "Character Palette" there.  When you've opened the character
palette, under "View", select "Glyph".  I used the Lucida Grande font.  Go
to character 948 and 950 (row 940/950) to find the characters you want.
Then drag them into the message you're composing.
