That's correct. The public key is an attachment to the message.

I don't have an answer on this one. I've noticed before that Entourage does
not sign Resend messages by default, despite the setting in your account
setup. I always just assumed this one a bug/oversight, but never got around
to reporting it.

I specifically have default signing turned off on this account as I use it
mainly for mailing lists, and lists either reject signed messages or munge
the message so that the signature is no longer valid.
