If you are discussing this topic, you need to differentiate from using
Entourage as a file transfer tool, and using Entourage as an image display
tool.

Entourage 2004 11.3.6 most certainly can receive, send and forward animated
GIFs, whether or not it can display them fully or partially.

Entourage is also able to display the file as a non-animated image, when
received as an attachment or as an embedded image in an email; or in your
own sent email with an attachment or embedded animated GIF, after you send
the mail, and the open the closed message.

Entourage 2004 11.3.6 does not seem able to display an animated GIF's
animation.  Entourage displays frame 1 only.

You can certainly use Entourage to send or receive a file, even if Entourage
is not able to decode and display the file as a preview.  You see this with
attached MS Word documents all the time.  Entourage is able to send and
receive MS Word files, but is not able to display them.  However, Entourage
is able to send and receive PDF files, and is able to display page 1 only of
the file.
