Frank,

I would say that you should first ask yourself if there is some real need to 
tag a particular tree.  If the tree is distinguishable based upon a physical 
characteristic, or if it can be located accurately on a topo map, or you can 
get a good GPS location do you really need to tag it?  If the answer is yes, do 
you need to get a permit to tag trees on public property or permission from the 
landowner.  The advice others have given concerning tags is good.
