The hardest thing to believe is that the people that did that work were  
probably quite proud of what they had done.
 
The type of topping in your photos is very common in some parts of West  
Virginia where absolutely beautiful shade trees have been brutalized like  
that....generally because of an unfounded fear of the top breaking and smashing 
 the 
house.  Then you end up with self fulfilling prophesies as the large  diameter 
branches that were cut start to rot, create weaknesses that evenutally  
result in the death of the tree but it could take 15 or 20 years.
