I think you are referring to Amur corktree, Phellodendron amurense ...  by 
the description of its ability to grow in concrete I would say it could be an  
urban problem.
 
Chinese tree of heaven, Ailanthus altissima is a very destructive invasive  
hardwood tree that is rapidly colonizing unmeasured thousands of acres in the  
mid-Atlantic and Appalachian regions of the Eastern US.
 
Allelopathy, or the ability to poison the growing environment to the  
detriment of your native competitors is one of the features of some of the most 
 
destructive invasive plants.  Garlic mustard has such profound  allelopathic 
properties that it is poised to become the poster plant for  site conversion.
