Don, In terms of forest and wetland preservation, this is a big deal. Maybe it will not have a dramatic impact on CO2 releases, but that is not the only criterion to consider. My worry is that if a large area is set aside for preservation, does that usher in a free-for-all for areas that are not included in the protected area?
