I have never heard of this before.  Tetanus is caused by a infection of 
Clostridum tetani bacteria.  It is one of the baterias that is known to form a 
spore when they are exposed to a harsh eniviorment, such as soil in this case, 
and when the spore finds itself in a good eniviorment, inside an animal in this 
case, the spore will turn back into the bacteria.  Now if you are outside and 
have become dirty and a insect stings you and scratch the sting you could 
scratch the spore/bacteria inside you but that is so far fetched that we have a 
better chance of an asteroid hitting the earth at the same time a super volcano 
starts to erupt.
