Grumble.. They do that crap all the time here in Columbus. Buy a field, grade the heck all over the place and then wonder why all the old trees in the fencerows/border areas beside the roads start dieing. Utterly boneheaded, but then the perpetrators have already make their buck and move on by the time the home owners start wondering what is going on.
