Hi all,
Things have picked up considerably since the holidays... There are several
important events but first here is a message from Ruth Rosenhek

The X�cacel Campaign Needs Financial Support.  This campaign has been a
phenomenal success thanks to the great work of Mary Louise Whitlow and many
others who have contributed their time and energy to protecting this
important region.
In the first year, the campaign received $950 from the Rainforest
Information Centre (with the help of the Charisma Foundation) to cover the
costs of a fax machine, plus monthly telephone, postage and copying
expenses.
Here are the funds that we need to raise to continue this great effort.
Please forward any leads to me and I will be happy to follow up on them.
Remember, if each of the supported groups could donate $100-$200 towards the
campaign, then this shoestring budget campaign will be able to float through
'99 and into the new millennium.  Thanks for your help!

THE UPDATE:

1. The Mexican authorities seem to be trying to moving ahead with the
process of authorizing the construction on X'cacel. A public meeting was
held January 27, 1999 (on very short notice) in Cancun about the Management
Plan for the reserve (from the 60 m in the isobath (ocean) to the 100 yard
mark up the beach). At the meeting the director of the University of
Quintana Roo (UQROO) stated that an international research center will be
placed at X'cacel! The questions scientists and conservationists are asking
are, "What will they study?" and "In which hotel room will the research
center be in?"! It is hard to believe that the director of the university is
unbiased, after all he works for the governor of the state who sold (is
selling) the land and also happens to be the governor's cousin. Many people
at the meeting expressed their concern that the 100 meters was not
sufficient to protect the sea turtles. All the participants recognized the
work done by UQROO but they rejected their conclusions. Because of this a
Technical Committee was formed to evaluate the studies in X'cacel; the first
meeting will be Feb. 15. Also at this meeting experts from ECOSUR (El
Colegio de la Frontera Sur) stated that the vegetation study done by Ecored
(contracted by Sol Melia) for the rest of the area of X'cacel (excluding the
reserve) was not complete but they reinforced the study's recommendation
that the area be protected. Score one for our side!

2. The Audubon Society sent a letter to President Zedillo of Mexico in
January signed by Carl Safina, National Audubon's Living Oceans VP, on
behalf of 48 environmental organizations in the US, Australia, and Mexico.

3. There are two videos available about X'cacel and the turtles; both videos
are in Spanish. One has an aerial view of the tourist corridor Cancun-Tulum
and tells of the other problems along the coast. The other video tells of
the sea turtle program and environmental education activities at X'cacel.

4. Jean-G�rard Sidaner M. wrote another great article about X'cacel!
Including the news that, "even in their own home Mallorca (Spain) Sol Melia
is not liked", the point of view of the Secretary of the Environment, to
irregularities with World Bank money for X'cacel! I will be happy to send
anyone the original Spanish or English translation.

5. A group of students, professors and workers at the National Independent
University of Mexico presented a letter about X'cacel to Julia Carabias,
Secretary of the Environment. Michael Coyne has created a wonderful web page
