Ships to bring MOX to Japan

Two ships carrying mixed oxide fuel (MOX) are expected to leave Britain and
France on Monday and Tuesday, respectively, to make a two-month voyage to
Japan, marking a new stage in the nation's so-called "thermal-use plutonium
project," The Yomiuri Shimbun learned Saturday.

The ship from France will probably arrive at a port near a nuclear power
station operated by Tokyo Electric Power Co. (TEPCO) in Fukushima
Prefecture around Sept. 20. Meanwhile, the ship from Britain is expected to
arrive at a port near a nuclear power plant run by Kansai Electric Power
Co. (KEPCO) in Fukui Prefecture three days later, according to sources.

The project to use plutonium for thermal use will involve using light-water
reactors to burn MOX fuel, which is a mixture of uranium and plutonium
extracted from spent nuclear fuel.

Although such operations have yet to be conducted on a commercial basis in
this country, the Takahama nuclear power station operated by KEPCO in Fukui
Prefecture is scheduled to begin burning MOX fuel from Britain in November.
TEPCO plans to start similar operations at its Fukushima station in
February, the sources said.

The eight MOX pellets bound for the KEPCO plant were produced in Britain,
while 32 similar pellets manufactured in Belgium for TEPCO were transported
to France.

The two ships have been armed to protect themselves from hijackings. They
will be guarded by police officers sent by the British nuclear power
authorities, according to the sources.

Currently, the two ships are anchored at a British port. The vessel bound
for the KEPCO plant is expected to leave Britain on Monday morning. The
other ship is scheduled to leave Britain on Sunday for Cherbourg, France,
where it will be loaded with MOX fuel for TEPCO. It will then join the
other vessel in waters off Cherbourg on Tuesday.

On Wednesday, both ships will leave British and French waters. However,
their departure could be postponed, depending on the weather.

In October, KEPCO hopes to temporarily suspend operations at the No. 4
nuclear reactor at its Takahama nuclear power station to fuel the facility
with MOX from Britain, enabling the electric power company to go ahead with
the thermal-use plutonium project on a commercial basis for the first time,
according to the sources.

In the meantime, TEPCO hopes to fuel the No. 3 reactor at its Fukushima
station with MOX from France during a periodical test scheduled to be
carried out from October to February.
