Background of the Conference

The outbreak of the Indonesian crisis in mid 1997 has forced Indonesia to adjust to the first serious economic contraction in years. During the whole 1998, real economic growth was –13.7%. This was a sharp turn around from Indonesia's high pre-crisis growth during the previous three decades, which averaged over 7% annually. The social impacts of this large economic contraction were also substantial. Poverty rate increased by 164%, and in the labor market even though unemployment rate slightly increased, but real wage fell around 75% from 1997 to 1998. The exchange rate collapsed, reaching the lowest by about Rp 15.000,- to the US dollar, compared with about Rp 2.500,- before the crisis. Output was contracting sharply, and had decline about 13% that year. And there were food insecurity, the country was on a verge of hyperinflation. The banking system ceased to function, and the corporate sector were weighed down by the recession, inflation, and its corporate debt.

Then again, two years later, real wage growth has turned to positive in most sectors, but unemployment rate has continued to climb up to reach 6.4%. Output has been growing steadily for about one year since late 1999 and there is a consensus that Indonesia's growth could reach 4% in 2000. Inflation had kept low over the past year. The rupiah has been much more stable, fluctuating in a range of Rp 8.000-Rp 9.000, certainly much better than before. The country has achieved remarkably rapid growth, macroeconomic stability, poverty reduction and other social developments. The success of the development cannot be determine by only these agregrate macroeconomic measure. The down fall of Indonesia was in fact due to this little attention of the sustainability of the development.

The economic development, social development, use of natural resources and environmental protection are interdependent and mutual reinforcing elements of sustainable development. Therefore maintenance of a proper balance between and among these components is crucial for any country's sustainable development. In these circumstances, it is essential to look for a set of policies aimed at improving long term living condition of the nation which are economically viable, socially acceptable and environmentally friendly. This attempt will require a well-formulated comprehensive policy package which should include economic instruments, institutions and regulations, capacity building in broad sense and education with long term perspectives. This conference aims to stimulate researchers and policy makers to look for a set of policy within the framework of theoretical as well as practical approahes developed in the regional science that is sustain.

Purpose of the Conference

The conference will focus on discussion of theoretical and practical findings in the face of economic and social development, and management of natural resources in the Indonesian decentralization era. The conference hopes to contribute to a more integrated and sustain development in Indonesia's recovery. Participants will exchange views and experiences, and also building strong networks for future research, policy discussion and practical collaboration.
