Mas Eri dan temans lain,
sepertinya kalau toh kita kepingin program seperti ini, tidak mungkin
memulai dari kota besar tetapi kota kecil. Mengapa? Karena kota besar
terlalu majemuk masyarakatnya (tabiat, pendidikan, kesadaran lingkungan,
disiplin, dll). Lagian, kalau toh dipaksakan biayanya akan mahal (membangun,
memelihara, dan mengoperasikan infrastruktur). Pendek kata biaya
manajemennya akan tinggi. Lihat contoh dibidang lalu-lintas, apa yang
diharapkan dengan "Kawasan Tertib Lalu-lintas" yang hanya diberlakukan dalam
sepenggal waktu dan sepenggal ruas jalan?
Mungkin inilah tantangan konkrit daerah di era otonomi saat ini?
