Hi Fred,
The file you refer to below is not a .png, it's infact a Micrsoft .ico
file which has been renamed to have .png extension instead. If you
rename the file to 81599405bc.ico it will show up correctly in EOG.
Someone else will have to answer about the mouse panning tool.
