Hi!
AFAIK the gdk-pixbuf project prefers that loaders interfacing external
libraries are shipped by the libraries themselves.
At least that has been the answer to a request for a .webp-loader
recently. It's a reasonable approach I think, as it (for example) makes
it more likely that the loader is kept stable in case LibRAW needs to
change its API, without requiring an updated gdk-pixbuf release (which
have become a bit rare lately).
So, yeah, it's probably a good idea to check whether LibRAW is
interested in this.
