        The IIe offers ECF, a metal lens mount, more control over metering mode
        custom functions like leave leader out, flash exposure compensation on the
        camera.

        I've got an EOS 300 (Rebel 2K in USA) and while some of those features
        might make life easier they can generally all be worked around unless you
        are in a hurry (The heaviest lens I've mounted on mine is the Sigma 70-200
        2.8, which is OK as long as you look after your cameras, anything heavier
        and the plastic mount might be a concern). Better lenses on the other hand
        improve every picture you take with them.

        So, if your friend cares more about image quality than ease of use for 
difficult
        shots get the 2K, if the ease of use issues will really bother him (or he's
        likely to get any of the 2.8 Tele's :-) ) get the IIe
