I had a similar problem with a 28-70 lense.  I'm always careful with my lenses
and couldn't understand how my lense could have possibly become damaged.  The
lense wouldn't zoom or focus because one of the internal elements had become
dislodged.  I got my lense replaced (11 months into my 12 months warrantee) by
the shop I bought it from (no mail order for me - it's not so much fun to
complain by e-mail).

The guy in the shop said that it's possible that the damage was caused by
vibration (i.e. air travel, or prolonged periods in a car - neither of which
happened).  I'm guessing that this particular lense was manufactured with a
single week component,  my replacement lense has been fine for the last 3 years
(touch wood).

On the subject of the EOS 30e, I've handled one of these, read all the reviews,
all that I have to do now, is somehow steal the money from the babies university
fund ( He may not get a good education, but at least he'll have som good photo's
of himself as a baby :)
