Bob,

I've used polarizers with a 17mm prime and now on a
17-35 zoom for many years, and this ability to
"choose" where the saturated sky effect will be is
very real.  

First let me say that what Henry said about maximum
polarization at 90 degrees from the sun is correct,
but the key word here is "maximum".  The view of a
17mm is wide enough that by rotating the polarizer,
you can shift the band of colour saturation around the
90 degree axis without changing the position of the
camera or waiting for the sun to shift.  

90 degrees is where it's most obvious, but rotate the
polarizer and it shifts either way and you can choose
how you want it to look.  Of course the saturation
falls off to an extent the further you rotate either
way from the optimal 90 degrees.

Think of it this way: if youre taking a picture and
facing 60 or 120 degrees from the sun, a polarizer
still has some ability to saturate the sky, but not to
the same extent as at 90 degrees.  A 17mm lens has a
very wide angle of view that includes areas of sky
that you'd see if you physically shifted the camera. 
The polarising effect is still there, but the angle of
the polarizer to achieve maximum saturation at that
point is slightly different.  This is why rotating the
polarizer on an ultra-wide has that effect, which is
not overly noticeable on say, a 28mm.

I've used it in the past to saturate the sky behind
clouds to one side of a picture to make them stand
out, even though maximum saturation was at a different
angle of rotation and in a different part of the
frame.
