Well, I have used my 28-135mm IS lens with IS on and on a tripod at slower
shutter speeds and taken photos of artwork for a client.  It works!!!
Sometimes, you can't believe everything you read.  I mean, what is the
difference if you were holding the lens rock solid in you r hands (leaning
on something for stability) and putting the lens on a tripod?  Nothing!!
The lens does cannot determine the difference.
