You just validated what was written in 1993 in EOS FAQ v2.4:

However, your conclusion may not apply to all EOS camera and
flash combinations.
My EOS 1000FN (type B EOS camera) also alters its popup flash
output whenever ambient exposure compensation is applied.
However, my Elan 7E (type A EOS camera) does not change its
popup flash output with ambient exposure compensation. But
the flash output IS affected by the Flash Exposure Compensation
setting on the camera.
