CF 4 on my EOS 3 is autofocus using the AE lock button, there by moving it
away from the shutter release button.  I believe the Elan 7/7E does the
same.

Why you would do it?  Well I was taking some portraits of my wife the other
day and it came in really handy.  If the focus was done using the shutter 
release button, I would have to press the button half way while pointing at
where
I want to focus on and then while keeping the button down, recompose the
shot before shooting.
By moving the autofocus to another button, I can focus first, then compose
the shot
and shoot not having to worry about the focus point changing when shooting.
Remember
where you focus is really important when you shoot wide open, which is what
I mostly do.  

The feature is handy if your subject is not moving or can be told to hold
still.  With
my 1 year old daughter, I switch the focus back to the shutter release
because I don't
have the luxuary of get her to stay still.
