I have a 650 as a backup to my backup, but I've never owned an Exacta lens
for it. The price you paid seems to be reasonable for a complete outfit,
assuming you're quoting a price you paid in USD.

I've never had a lens that made noises only at certain focal lengths, I
would have this looked at by a shop if possible.

The rings you are speaking of are called extension tubes, they are available
from most third-party makers as well as Canon. You might also want to
experiment with a set of closeup filter, which are generally inexpensive and
only fair quality.

More expensive closeup options would be multiple elemnet closeup filters
like the Canon 250D and 500D, or a true 50, 90, 100 or 180mm macro lens
which will usually cost several hundred $$$.
