In today's computer world many servers use multi-processor technology,
one server has many processors in it. The firmware, and in some cases
the operating system, can deconfigure processors and memory if problems
are detected.
So instead of the server going 100% down, it can limp along at less than
desired performance levels. Like 40% dead.
