"Actually, I have never read a single word on the subject from any
manufacturer, ever." Henry Posner

Do you have any Canon L series brochures sitting around at B&H. If so, pick
one up and start reading. While the actual Japanese word "bokeh" is never
mentioned, background blur sure is.

EXCERPTS:

EF 200 1.8L "....Aberrations have been well corrected to provide good
background blur."

EF 200 2.8L ".....Background blur is natural-looking."

EF 135 2L ".....It also gives great background blur for portraits."

need I go on? So as you can see, perhaps manufacturers do consider this in
their lens designs. I feel it is a very important quality of a lens. I
find the bokeh from my 50/1.4, 85/1.8, and even 35/2 (with its 5 bladed
aperture) to be extremely pleasing. I'm not that thrilled with bokeh from
my 28-135.
