I don't think there's anything particularly cheap in
the DC area. Certainly not compared to B&H or the
like. Decent photo stores in DC and it's suburbs
include Penn Camera (numerous locations in the city
and 'burbs- also have used gear), and Dominion Camera
(Falls Church, VA - although I haven't been in there
in years).
I've heard moderately good things about Discount
Photo, in Herndon VA, but have never been there. The
500 lb gorilla around here is Ritz Camera, but not
particularly cheap. They generally do a decent job in
their 1 hour labs, however, and many of their stores
have the ability to make prints from digital camera
memory cards.
Embassy Camera also used to be a good store, but I
don't even know if it's still around.
Lot's of good photo opportunities here. The obvious
things like the monuments and museums, of course, but
also keep your eyes open off the beaten path. And
check out the zoo if you have time. It's almost
completely eliminated cages with bars, so if you have
a long lens you can get some fairly "natural" looking
animal shots. And we have 2 new panda's, as well.
