Yes, of course.

But, what it all boils down to: There is no perfect (reflective) 
fully autoatic metering system yet. With evaluative metering, 
you don't know what it does, with center weighted averaging you do.
So when you think about applying exposure compensation, don't
use evaluative metering. If you want fully automatic metering
(without think about exposure, subject brightness, 18% gray, 
no manual exposure compensation, ...), use evaluative metering, 
because this will give the highest percentage of correct 
exposures in this case.

If you DO want control, spot or partial metering is better for 
that than center weighted average. OTOH, a lot of people have 
acquired a lot of experience about when and how to compensate 
for "errors" of the center weighted averaging and may prefer
to stick to the metering they know.
