Hi John,
The metering mode should not affect the focussing.
Could it be that your camera is focussing on something other than your
subject?
One way to be certain is to select the AF point manually, preferably to
the centre cross-type sensor.
Or maybe that the AF is not locking on exactly the right place?
With the Tamron 28-200, I found that I had to "tickle" AF a couple of
times before it would settle on the correct point (which I could verify
with the use of a split-image focussing screen).
Perhaps the EF 28-200 is similar to the Tamron in this respect?
A final point is to make sure that you are holding the camera as steadily
as you can physically manage, and that there is no rotational or other
movement as you push (gently squeeze) the shutter release.
A good way to check your technique is to set your camera to L, and push on
the shutter release while looking through the viewfinder.
