I haven't used either of the 70-200's but I have both the 75-300IS
and the 100-400IS. The 75-300 might be acceptably sharp although
you'll surely see the difference at 11x14", especially in the long
end, but if you want to shoot moving animals with it,
you'd better be prepared to focus manually. Nor can you easily
switch between AF and MF with the 75-300, it has no FTM,
no mode 2 IS for panning, and no tripod collar.
Lens hood must also be purchased separately (it's included
with the 100-400).

The only drawbacks of the 100-400 besides price are that it's big 
and heavy, and it has 77mm filter size which increases the price
difference even more. (I've just returned from a 5-day hike in
Lappland carrying the thing, and if there was an IS version of
the 70-200/4 I'd probably buy one instantly... or if the 75-300IS
had a decent AF motor and FTM I'd stick with it, even at its
current optical performance.)

As to whether either of the 70-200 lenses would be better:
they'll focus faster, flash will reach longer, they're reportedly
somewhat sharper, and of course you have the extra range at 70-100mm.
But that's only as long as you stay at 200mm or below, as soon
as you add a TC you'll loose all of those advantages.

On the other hand, if you often need to go beyond 200mm
or shoot handheld at slowish speeds (anything below 1/1000s
or so), the 100-400 is probably better choice.
And if you ever need focal lengths beyond 400mm,
the 100-400 works with TCs, too (at least with the 1.4x
it's performs quite well), although with the 1n you'd lose
autofocus.
