I agree you should have them done professionally, I've never paid more than
$15 per set; if somebody's charging you the price of a camera you're going
to the wrong place. A lot of small camera shops have specially-built
Polaroid cameras that will take a double head shot meant for passports on
one piece of film and be ready in 2 minutes for very little money. The
passport bureaucracy will be glad to accept them.
But as a starting point, if you set your lens on 50mm and shoot from
slightly over 4 feet away with your friend's head in the center of your
frame, you should be able to cut a 2" square out the resulting full-frame
4x6 minilab print and get a useable passport picture. This is a rough
estimate only.
