Since that lens has electronic controlled manual focus where the focus ring
is really just a rotary encoder, and the camera body commands the lens to
change focus setting,  the switch you refer to selects the rate at which
the  focus changes per degree of rotation of the manual focus ring.

If I remember correctly, 3 is the fastest ,  2 is normal speed, and 1 is
slowest and usually used with teleconverters). 

This switch has NOT EFFECT ON AUTOFOCUS SPEED, only manual focus  if enabled.
