Which camera do you use? You can use Flash ratio to do this, and 550ex/Super 500 should be able to do it, but not on Elan II's. As far as I understood from the manual, only the master flash needs to be able to set this, so your second flash can be 420ex. Correct me if I am wrong. My understanding is with no ratio control, both flashes fire at the same power.
