I am very familiar with eBay. You are right to fill out a NPB alert. If she
doesn't pay you can then get your fees back and feel free to leave her
negative feedback. But I only leave negative feedback when I am sure that
the person is a deadbeat. You might look at her feedback number and the
number of negatives she has had in the past. If her feedback is 350 with no
negatives, then maybe she did get an unexpected bill. But if her feedback is
4 or 40 with negatives, then that's a different story. Based on her message
to you, chances are she's a deadbeat, but make sure since once given,
negative feedback can't be taken back.
