Yes, at Ev 13 ISO 100 (1/125 f/8 or equivalent) or more, EOS cameras set
-1.5 FEC for fill.
The auto FEC, in fact, starts at EV 11 ISO 100 (1/125 f/4 or equivalent)
with -0.5 FEC for fill.

AFAIK the applied FEC adds to the automatic one. So, if you dial -2 Ev
you'll get -3.5 Ev FEC.

FYI some EOS bodies feature a custom function to shut off the auto FEC.
