Do you mean lossy instead of lousy? jpeg has pretty decent compression
algorthims. Actually if you save high quality enough, you probably will not
notice any difference in regular images.

Your problem might be of couple reasons... low jpeg compression. i didn't
experience this in my scanning so far. the other might be that your sky has
so many shades of blue that the scanner can not scan all of the slightly
different tones. or, if this is a print, then your printer head might need
cleaning...
