You should be able to easily convince Cannon that this was a problem
occurred before the warranty had expired, and the repair should be free.  I
have had a lot of luck with Canon fixing items out of warranty, it's that
kind of service (at least in my area) that keeps me coming back not only to
their camera equipment but also to other product as well.

The -3 and 1V both have similar control dial functions as the 7, although
not owning the 7, I can't tell you if they are the identical switches and
dials, but I very much suspect your faulty unit is the rare exception, not
the norm.  If you can justify to go to -3 or 1V, then by all means go ahead,
but the 7 has been reported as a fairly capable camera even by experienced
users.
