I tried a similar experiment with my Elan 7E, EF 50mm f/1.8 II, and Kenko
tubes, and got the following (expected) results:
Lens alone: 1/60 f/4
Lens + 12mm: 1/60 f/3.5
Lens + 20mm: 1/60 f/2.8
Lens + 36mm: 1/60 f/2.5
Lens + 48mm: 1/60 f/2

So, I am worried about some aspects of your method that showed no exposure
difference where there should have been one. Further, 1/60 f/4 is a very
typical E-TTL setting for flash-only exposure.

Consider me paranoid, but just in case:

1) Did you use P mode (evaluative)?
2) Did you remember that * also activates AE lock?
3) Did you remember to cover the viewfinder?
