Another possible reason is the specified operating range of Compact Flash cards... they're generally only specified down to 0 degrees C and therefore the specification of the D60 may only be reflecting the specification of its component parts. Having said that, I've used my G2 in temperatures that were _well_ below freezing without problems. The core camera temperature may well stay above freezing for considerable periods of time - yet another benefit of plastic cameras?
