Actually it was, and still is to some extent, quite in style in the Country Music realm to make photos of people using extremely shallow depth of field and even to use TS lenses and 4x5 with shifts and tilts to get only one eye or just the two eyes sharp and everything else soft. Some guys try to get around this by using the 85 1.2 or the Nikon 105 1.4....but most of the "big guys" shoot using the MF and LF with swings and shifts.
I'd be willing to bet the Willie shot was done on film and is as was shot with no PS work to soften the other parts of the image.
