I have tested a couple of current 24-70mm f/2.8L lenses against the older 28-70mm f/2.8L on my EOS 30/Elan 7e body and have found that the new lens is *significantly* faster than the old lens.
The AF performance of the 28-70mm f/2.8L is poor, in my opinion. My other L lenses (70-200mm f/2.8L non-IS and 300mm f/4L) are much faster in their AF performance.
But while I'd like the extra width, and faster AF, I can't justify upgrading to the 24-70mm f/2.8L today since I hardly ever use my camera these days.
