EOS-3 really has Safety Shift but it has nothing to do 
with flash. It just automaticly selects lower or higher
shutter speed or aperture (whichever you have manually 
selected in Av and Tv modes) in case the automaticly 
selected value hits the limit and the photo would be 
over- or underexposed. It is user-selectable.

EOS-1V has SS.

I think even Canon T70 has the safety shift function
but it is not user selectable. T70 was introduced
in 1984 and T90 in 1986. 

I still have a T70 and found it a great value (in 
it's time) with built-in winder, partial metering 
mode with AE-lock and safety shift.
Now it feels horrible to hold and sounds loud too.
