I read the original statement again, while it may seem a bit misleading, I understand it now.
Here's a little table I use to "translate" EV to camera settings:

For other ISO speeds simply shift the left column up (slower speed) or down (faster speed) at one row per f/stop difference in speed.
Of course, this table doesn't consider reciprocity failure.
...or the rather serious errors at f/22 and higher (f/16, 45 and 90 are skipped)
