I don't know but I was assuming so. It doesn't make much sense to me to produce both a non-IS and IS version of a lens. Maybe Canon is back-logged on 70-200/2.8L ISs and/or tries to get rid of their old 70-200/2.8Ls...

Canon still shows the 70-200 non-IS in it's line up. The rebates are $40 for the 70-200 f/4 L and $50 for the 70-200 f/2.8 L.B&H still shows the non-IS in stock.
I'd bet that the non-IS lenses are NOS, New Old Stock.
