Because the rebate comes from Canon USA not Canon, Inc. Apparently they have either a lack of sales in the US or a competitive situation in the US that they feel requires a push. Marketing pro's have found that rebates motivate the US consumer and cost less than they look. Many people who qualify for a rebate never cash them in.
It is possible that consumers in other parts of the world respond to other promotions (advertising, etc.) or Canon doesn't have a sales slump or competitive situation in other parts of the world.
