Is there ANY way for a non-US citizen to claim this tax back?
Nope. If you're an employee of the UN or of your country's official mission to the USA, you can get a tax exempt document, but for regular folks, this is sales tax and not VAT and cannot be recovered.
BTW I fully endorse B&H - even when ordering from South Africa, I've never had any problems whatsoever.
