True, back in the FD era, I had a 24mm f/2.8 SSC that used a 55mm filter. I used a standard thickness polarizer and it never vignetted. I'm wondering if this problem has to do with the fact that we tend to use wide-angle zooms rather than prime lenses.

I think this is an oversimplification. Certainly the design of the front of the lens housing (not the optics) has an impact upon whether or not a filter of a particular thickness will cause vignetting. So while 28mm is 28mm, not every 28mm lens will behave the same when it comes to filters.
