I am not a professional photographer therefore I am inclined
more towards a 4x6" printer and would wait a little longer
to buy a good 8x11" printer if there are 8x11' printers under
$500 which perform much better than IP8500 or the I9900.

Of the printers you listed, I'd go for the I9900- its quality is as good as
anything out there and it's only $100 more that the 8500. Don't even consider
the 4x6 ones. If you're concerned about longevity, you'll probably want to go
with the Epson 2200.
This advice comes from my experience with the 2200. I almost never print
anything less than 8 X 10. Why? 4 X 6 is only large enough for snapshots, and
for photos that are just snapshots you'll probably just want to view/distribute
them as low res jpegs. Conversely, if you only get an 8.5 X 11 printer, you'll
soon find yourself wishing you could print larger.
