17mm is 17mm, regardless of what format you put it on.
Depending on the format, the effective angle of view
of the lens changes. This change in angle of view
(sometimes called "crop factor" as what you're doing
is like cropping the center section out of a larger
frame) is frequently described in 35mm focal length
equivilent.
In other words, a 17mm lens on an EOS 10D or 20D has
an angle of view roughly equivilent to a 28mm lens on
a full frame 35mm camera. (Depth of Field, however,
is still equivilent to a 17mm lens.) So, the angle of
view of the EF-S 17 - 85mm lens on a 20D is roughly
the same as a 28-135mm lens on a 35mm body.
If you could mount the EF-S 17-85 on a FF 35mm camera,
it would act like a 17mm lens on that body. Except
that the image circle the lens produces isn't large
enough to cover the entire frame, leaving you with a
circular image in the middle of the frame.
