Um, ok, but not exactly, at least on my 5D/580.

Testing the same way, it does LOOK like the compensation isn't being
changed in the bounce positions.  

However, if you then press the shutter button 1/2 way, you'll see that
the compensation has been changed.

It looks like what happens in the bounce positions is that as soon as
you press the center button on the 580, it clears the part of the screen
that normally displays the amount of compensation.  When you press the
shutter 1/2 way, the display is restored.  Probably has something to do
with the way the 580 display flashes on & off in the bounce positions.
