The "stuff" from the collar liner that is sticking to the lens doesn't
wipe off easily, and obviously dunking it in soap and water isn't
practical.

Here is #35 from a list of 43 uses for WD-40. If removes traces of duct tape it should remove the goo from the tripod collar......
If you're interested I'll send you the entire list.

   35) Removes all traces of duct tape.

Spray a little on a tissue or soft cloth and dampen the goo. It should come off As for getting a Canon replacement tripod collar, the only suggestion I have is an old camera store like Central Camera in Chicago.
Have you tried contacting Canon about a replacement for the material in the 
original ring?  They might have it.
